Kay Heidbreder of Blacksburg, has been appointed University Counsel by the Virginia Attorney General and will head the university’s legal office. Heidbreder, who holds the position of assistant attorney general, has been associate general counsel at Virginia Tech since 1985.

“I am very pleased that the Attorney General has appointed Kay to this important role. She has ably represented Virginia Tech for many years. We also thank Jerry Cain for his many years of valuable service,” said President Charles W. Steger.

Jerry Cain has stepped down from his lead role as General Counsel to Virginia Tech and he will continue in “of counsel” status in the University Counsel’s Office.

All attorneys that represent state agencies hold a position as assistant attorney general and report to both Office of Virginia Attorney General and agency head, which at Virginia Tech is the university president.

Heidbreder has been practicing law for 25 years and holds the J.D. from Washington University, St. Louis and the A.B. from University of Missouri, St. Louis.

The Office of General Counsel is the university’s legal office providing legal advice, counsel, and representation for the university and its employees for university related business. It should not be confused with Student Legal Services, which provides limited legal advice to enrolled Virginia Tech students.
